Yes, the Federal Aviation Administration has shown a marked inability to protect America's travelers from hijackers, crazed passengers, and other dangerous annoyances. But they're all over it when a report of public urination is received, as these FAA records show. An episode last year at the air traffic control center at New York's MacArthur Airport triggered an "accountability board" review, something called a"Weingarten meeting," and all sorts of memo-making.
