Standing in federal court in Alexandria, Virginia, Hanssen told the judge, "I apologize for my behavior. I am shamed by it. Beyond its illegality, I have torn the trust of so many." Although prosecutors had expressed "serious reservations about the defendant's candor and cooperation," U.S. Attorney Paul McNulty had announced earlier this week that he would stand by an agreement not to seek the death penalty.
