The special commission headed by former FBI and CIA director William Webster released its report today (4/4) detailing internal security problems at the FBI. The 136-page report was prompted by the case of Robert Hanssen--a 25-year FBI agent and counter-intelligence expert who plead guilty last July to spying for Moscow. In the report, the commission details the FBI's poor document security and numerous management problems. It also charges that Hanssen began spying in 1979, six years earlier than previously believed. What follows is the introduction, which maintains that "security is often viewed as an impediment to operations" at the bureau. (7 pages)
