While the guts of this FBI memo have been redacted, the bureau's censors were kind enough to leave in that bizarre section on page three. The May 1990 teletype was sent by agents in the New York office (NYO) to FBI Headquarters as part of the bureau's extensive monitoring of supposed Russian propaganda attempts occuring in the U.S. (known in the trade as "Soviet active measures"). We're not sure why the product in question raised FBI suspicions, so to speak. Perhaps it was part of some undercover operation. (4 pages)
