The California man shot to death today (8/1) hours after he abducted two teenage girls was being sought by police for a September 2001 rape, court records show. An arrest warrant for Roy Ratliff was issued, but the ex-con was never apprehended. Court records indicate that, had Ratliff been caught, bail would have been set at a whopping $3 million in California's Kern County Superior Court. Below you'll find the six-count criminal complaint charging Ratliff, 37, with sexual assault and threatening to kill or seriously injure his victim.
